I am sure I strted to read a story written from the perspective of a Catholic priest dicussing variousforms of punishment.

I dont seem to be able to find it again - any suggestions?

"The Torturer's Apprentice" by von Hentzau (possibly misspelled) may be the one you were thinking of. It's about a prince who decides that being an inquisitor would be more fun, so he imports a famous one to learn from. Most of the story is the inquisitor lecturing about techniques.
