I am really new to this kind of stuff, and a lot less experienced than my guy (sub). I'm a little surprised to hear an Oregonian say they can't publicly collar. Well... first, he can't publicly collar because we go to a tiny super conservative christian college that we live on its campus. Oregon is really open minded, our school just isn't! It would be rather uh... difficult to explain.
