Hello,
I want to buy thigh high ballet boots, with steel straps. Also i want that boots will have a knee locking mechanism, so that i can't able to bend my knees.

Please anyone know from where i can buy these kinds of boots?

That's a custom design. There are MANY makers of kink goods that can do such a thing, it's just going to be expensive.
