Its a kind of foot gear, typically with with stiffening along the sole and up the ankle, with straps across the lower leg and across the foot, to hold it in position. They are for foot training while resting, holding the foot in the position of a ballet dancer on her toes. The story "'Tis the Season" by Musker has this in it, as well as many other stories and articles I have come across. I have also seen it by many different names: arched slipper, training slipper, toe-foot stretcher, foot-corset, etc.
