Since I don't remember the details, I probably shouldn't even bring this up, but there are other non-surgical alternatives. The one in particular that I'm trying desperately to remember the name of (no joy) is what you might call the "think" system.
I have an ex-girlfriend who signed up for it with two of her friends. It starts with a teaching seminar, then you attend a weekly support group. At the seminar they explain to you exactly how your breasts are constructed and what the biological processes are to create breast growth. You're then taught how to induce a state of self-hypnosis, in which you 'feel' these processes at work and imagine how you want your breasts to look. You're supposed to spend an hour a night at this and keep it up for about six months (or until you're either satisfied or discouraged).
My ex- managed to maintain her interest in the project for about two months. When she started to feel things happening in her breasts, she got all panicy and quit (in spite of her constant complaining about how small she was, I believe that it was so much a part of her self-image that she just couldn't mentally handle looking different). As I guy who prefers small-breasted women, I was happier than all hell, of course. Her two friends stuck it out for another month and claimed a one-cup and a half-cup growth, which was supposed to be typical.
Still can't remember the name of the program, though. Sorry.
