I haven't done it and whether I would do something in public, depends, that is not to say I wouldn't do something outside. I certainly wouldn't do something overtly sexual in public, not because I don't dare but out of consideration for other people who inhabit public space. I might do none sexual activities, depending on what they are and I don't mind the public thinking that I'm nuts as long as I am not being generally offensive to reasonable people.

I suppose it's exhibitionism and/or the excitement the fear of getting caught generates. My guess is there are people who want to get caught and those that don't. There is a fine line between the two. However if I caught someone being sexual I wouldn't be outraged or scandalised, I would just think what sad and pathetic people they are to get a thrill by exposing themselves to me.

I think none sexual activities are fine and if someone thinks you are nuts, let them. I mentioned in another post where I was handed a note by a man in Amsterdam that read 'I am a pathetic pervert.' Only later I assumed it was some form of humiliation game. It was inoffensive and I think the public that weren't baffled were amused. I don't see a problem with that sort of thing.

If you are worried about the cops don't do a public scene. That being said in many European cities you can dress outrageously and be quite overtly sexual without inviting arrest. You might end up wanting the cops to protect you from yobbish youths!

I suppose it's exposing yourself to public ridicule or scandal, the daring and the excitement. Last time I went to the Birmingham Fetish Fair a couple of months ago, I followed a slave in red vinyl vest and hot pants being led on a lead through the town centre by a leather clad Dom. The reaction of the public was to look round and giggle so I guess one can more or less do anything in public as long as it's not overtly sexual.
