I remember in New York, a woman sued the police- either an officer or the whole department, don't remember which- for arresting her for being topless, because it was not against the law, and she won.

I personally have fantasies like that, but don't know if it would actually be a good idea to pull off. I mean- I like to think I look good topless :-P but don't think everyone else is really in the mood to see it!
