Frankly, I don't see what the Quran has to do with this thread, but anyway, civilization is as subjective as the god(s) people worship and the laws they obey.

1 Peter, chapter 2 verses 13-14 say, "Submit yourselves for the Lord's sake to every authority instituted among men: whether to the king, as the supreme authority, or to governors, who are sent by him to punish those who do wrong and to commend those who do right.
