I know a girl who used to do that, but with a blue silk cord.

She used to use it as a test. If a guy got his hand down there and freaked out, he wasn't going to be any good in bed, was he? That was her reasoning at any rate

That seems logical to me.

When i was in London once, on the escalators, going up from the underground, a guy did put his hand up and pulled the bow undone. It was hilarious and we had a great couple of days and night together.
