Wax on the tongue is fine. Wax is a very inert form of petrochemical solid. Pretty much just hardened petroleum jelly. Beeswax is a very inert form of bee shit. Both are reasonably safe, even when applied orally.
I wouldn't recommend dripping wax into the throat. Although the health hazard I'd quote more than the choking is the burning. Blistering the soft palate is likely to not be pleasant for several days. Also, wax doesn't cling to mucous membranes all that well, and the throat is lined with them. A far more likely scenario to choking is one of the person simply swallowing the wax in small bits. Which is also fine.
As an affecianado of homemade candies and chocolates, I can tell you that several candies and chocolate products contain wax in one form or another, either to add stability or to raise the melting point. I don't recall hearing any stories of people dying from the wax they consumed while digesting candy bars.
