What if she's the personal slave of one of the crew? Perhaps she fell in love with her captor and is now in the mix voluntarily for the most part. Maybe she would be displayed so if the boat were stopped she would be the first of the slaves questioned. She is well trained to respond that she is happy and also to offer herself to the inspectors. After they've spent themselves and earned a bribe, the inspectors would go along their merry way... right?

Yeah, ok, it doesn't quite fit logic either but... but...
