I'm presuming she was a minor?

How else can the family file an injunction if the "complaintant" isn't complaining? In the US, even a clear case of spousal abuse requires the abused to file a complaint. Otherwise the police can't act. No matter what anyone else thinks. Only in cases when the adult victim is legally declared incompetant and put into the care of another adult can a third party act on their behalf.

Anyone understand it differently?
