Not specifically. There are some people who are into BDSM who also have a foot fetish. There are people into BDSM who do not. And there are people who have a foot fetish who aren't interested in BDSM in the slightest.

So one is not "a part" of the other, but they aren't mutually exclusive concepts either.

Couldn't have put it better myself. I don't have a 'foot fetish' as such - but seeing a girl in high, spikey heels is a different matter
