In the article it was said that the police were the perpetrators, the women had refused to bribe them.I think having one of the rapes actually happen right in the police station itself goes a long way to explaining the uproar: when rapes can take place almost literally under the noses of the police, they clearly aren't doing a good job of fighting it. (There's a small parallel there - someone recently pointed out that one of the two murders carried out in the US with legally-held automatic weapons since they were almost entirely banned was actually committed by a cop.)
