i think the pain is a part of the allure. Its also in a place that can be hidden when you find yourself in situations that may not appreciate a sexy pierced neck.

Actually... I've been pierced 12 times. The nape was the easiest, no question about it. Even earlobes hurt more . Here's something that did hurt:

Here in Finland we have this thing called "viuhahdus", which means you (usually after bathing in sauna) run completely naked in public.

In New York you can go topless, as long as you aren't doing it for advertising purposes, or to turn people on (that's INTENT to turn on, not what actually happens). The most a cop can do is inform you that your action is ill-advised, and ask if you would please reconsider. I expect there must be some sort of exception for doing it in a school zone or outside a senior citizen complex, but I've never heard of one.

It seems to me that your country has a healthy attitude towards sexuality. Gotta be better than here in the USA where most preach against it, then turn around and do it anyway!

It must be legal in Washington DC as well, as when my daughter was at the Women's march last summer, (not sure if SHE did) quite a few of the lesser endowed ladies (and some of the more fantastic, too, hubba hubba) did the same, according to her pictures.
