If you want to use an electric, then skip the water and either use an alchohol based pre-shave or a talc "shaving stick".

Water makes hair lie flat (not an issue with a blade and soap...) and that doesn't work with an electric razor. Alchohol or talc dries out the hair making it stand upright so it slips into the shaving foil.
