The rules which apply to posting also apply to any communications using this site. i.e. they also apply to PMs. Generally we use this rule to enforce the no flaming rule. If a member flames another in PM, that is a banable offence. However the same principle applies here; what is not allowed in a public post is also not allowed in a private PM.
